No they do not make these, also the suggestion for a hub works the other way, to allow 2 USB devices to share 1 port (or 4, 7, devices depending on the hub)
There are a FEW USB switches around that allow 2 PCs to use 1 USB printer, but NOT at SAME TIME; effectively the device is only connected to the machine using it.

Also USB HDDs are not designed for multi user user, they are designed to run on parent device.

I think that this cable would be a very bad idea.

USB is a proticol to talk between a master (PC) and a slave (device) on an exclusive link.

At best, putting two master devices on there is going to stop the entire thing working, at worst it might fry a USB port (but they should be robust enough to survive)

If you want to share storage across multiple machines see if you can implement a network storage solution.

The better solution, rather than a Y cable would to be to use a USB hub. They can be purchased at most electronics or computer stores and are inexpensive.

confident, it is honestly a solid theory. once you placed interior the interest it is going to ask you the place you opt to place it, purely specify the hot force. so some distance as velocity, of direction swifter is greater effective. 5400 may be the backside i might flow, 7200 may be stable. however the relationship velocity (USB1 or 2, Firewire) will probable make the main distinction.
