Does it have to take 8 minutes for it to be felt there?

No. You are not moving something that has to travel - you are instead moving a solid body.

So the effect would be instantaneous.

If you were to try to send a message from one end of the stick to the other, or if you were to tap it, it would take some time for the sound wave to propagate down the length of the stick, though.

You will send a compression wave down the stick at the speed of sound in the stick. The whole stick cannot move at once. That would be sending the message that you pushed on the stick faster than the speed of light.

if its incompressable, it would be instintaneous, due to quantum entanglement, I'm sure.

No, it will be instantaneous. The name of that material is: "unobtainium". Please tell me when you will find it. I'm desperate to have a piece of it. :-)
