Why not both? Just because something is functional does not mean it can't be decorative. You can decorate a paperclip holder, a soup can or mug to hold pencils, a decorative memo pad holder... turn functional into decoration :)

Something nice to hold pens or pencils might be a good idea. All of us at my office currently use mugs! Umm, yeah. Something that's heavy enough not to tip over, doesn't take up too much room, tall enough to keep the pencils upright, and big enough to hold a good selection of the would be ideal.

A friend spent a whale of a long time hunting for a closed candy container for her desk, one that was clear and inviting but still sealed to keep the treats nice. (We have high humidity here, so uncovered candy dishes soon contain assorted forms of unappetizing goo.)

Buy a 3" clay pot, a clear ivy bowl, sealer,a small
wooden square unfinished, satin varnish, E-6000 glue and the following paint
colors: Red, silver and white. Cover pot with sealer, inside and out. When dry paint entire outside
of pot red. Let dry and cover with sealer again.
When dry add white polka dots to the rim of the pot.
( make take two coats). When dry apply varnish.
After the pot is dry turn pot upside down and glue
ivy bowl to bottom of pot using the E-6000 glue.
Let dry overnight. While this is drying paint the
wooden square silver. Let dry and using a black sharpie write 5 and the cent symbol. Apply varnish
and let dry. When pot is ready glue the wooden square to the side of the pot. After that is dry
you now have a candy dish to set on your desk to
hold wrapped mints. Enjoy.

No reason why it can't be both. I have a beautiful pewter cup that I keep my paper clips in, a tole painted watering can that I use for pennies, I have a lap sized afghan that adds color but also keeps me warm if I get chilled, decorative magnets and push pins to hold memos, paper weights, baskets, etc.

On my desk, I would rather have something functional rather than just decorative. If I have a lot of decorative things, I just feel like my desk is cluttery.

I use souvenir mugs for pencils and pens. But a nice organizer for paper clips and other supplies would be nice. I had good luck for a while selling co-ordinated sets with fabric covered address book, blotter and supply caddy, but I got bored with making them.

A nice picture frame with one of your favorite pics in it; a subtle yet pretty pump dispenser with hand lotion in it.
