Because thats the way they are setup. Trying to cover large areas requires more equipment, more management, and basically becomes an ISP which means monitoring and administration. (Not to mention interferance to others.)

Typical wifi is 300M (Around 1000ft ) in coverage, but things like walls, and other obstacles dramatically reduce this range. Think of the wifi signal as a bubble emanating form the antenna on the router (AP) . The closer you are to that center of that bubble the better your reception. You may be able to improve reception using cantenna type antennas, which require precise aiming put extend range.

Because the people that are stealing all of your information want to see your every movement while they do it. Wireless hot spots can be very dangerous to use and I do not recommend using them for any type of personal business in which personal information needs to be entered! bottom line

because radio waves lose intensity over distance (inverse square law means its drops by 4 times in intensity for double the distance). And after a certain point it cannot be detected
