Outlook is a simple email client built for home use while Outlook Express has more features and capabilities designed for corporate use - do take note that Microsoft has dropped Outlook and is now developing/developed another email application in its Office Suite.

Outlook Express is a simple mail client, whereas Outlook is an office organization and communications program. Outlook has many features that OE lacks. If you just want a mail client, then use OE.
