For styrene plastic (98% of models), I use Testor's plastic "cement". This is a liquid, that is lightly brushed onto the seams to be joined and then acts as a solvent... "welding" the two pieces together. It works wonderfully. This sounds most like what you describe.

On ABS Plastic I use either crazy-glue or a two-part epoxy.
