This should be fine in a 200 gallon tank. The cost of the fish can vary widely depending on source, season ,size, and a multitude of other factors. As far as the choices one Bala Shark would be plenty. The Dwarf Gourami will be sort of overwhelmed by the larger more active fish, and may well have problems at feeding time. A school of Black Tetras would add a lot of activity to the mid water area. Also Clown Loaches do better in groups of six or so. Silver Dollars can benefit from being in a school situation also. The advice about the Plecostomus being large and dirty is generally true, although for a little extra money there are some intriguing choices.(Blue Eyed Panaque,Mango,Zebra, the choices are almost limitless.) You don't say what kind of eel, some get large and predatory(actually all eels are predatory),so the smaller slower fish might have a rough time. Finally even with a large tank, the bio-load must be increased gradually,a few fish at a time, look into one of the fishless cycling websites for good advice on the bio-filter development.Good luck and happy Mothers Day to Mom.-----PeeTee

Small balas usually run around 4 or 5 dollars
Dwarf gouramis 4-7 dollars
Black tetra probably 2
Clown loach usually run 5-10
Silver dollars 5ish
Eels, there's lots of kinds started at say 8 and going on up
Plecos, again here's lots of kinds starting at around 3 or so dollars
Snails are a dollar or two.

You'll need a large tank for all these fish and the eel and silver dollar may get to aggressive. My ten inch tire track eats fish under an inch.

Depending on your source probably $2.99-4.99 for most of them with the loach and eel costing more.

What size tank are you planning? Just know that it would take weeks to have a tank ready to hold that many fish, more importantly you really shouldn't put a lot of those guys together.
Bala sharks will hit 11 inches, dwarf gouramis like less hostile tank mates, clown loaches will hit 10-11 inches, silver dollar get to about 9 inches and very aggressive.
Freshwater eels are aggressive and even the smallest ones will get to at least 10 inches.
Plecos are one of the dirtiest fish per inch that there is. People often buy them to keep the tank free of algae which is actually easier to just do yourself, however they are awesome fish but you must make sure your tank can handle the bio-load.
