What comes to mind when you think of penguins? You should go with something most people associate with penguins so it's not too complicated or confusing. Personally I see penguins swimming, sliding on the ice, the funny way they waddle and (more recently) singing and dancing.
Maybe the two have a race that has swimming, waddling and sliding. Maybe they want to learn how to dance. Maybe they wish they weren't penguins, but then realize that being a penguin is fun. (It would be more fun than my boring life).

I like the idea of using the penguins "tuxes" as a jump off point- either penguins teaching ettiquite, or penguins helping polar bears learn to be less grouchy- or penguins planning a party- Good Luck!

Don't think of it as writing a book but building a jigsaw, layout all your "pieces" penguins, Ice, floating icebergs, polar bears, the northern lights, snowstorms, the northpole, santa claus, feathers (or lack of), being flightless (and how to overcome it perhaps), arctic explorers, and just keep going and going until you have enough pieces to make a great penguin jigsaw "picture" (and obviously you don't need to use them all). Once you've got the picture then you can get all literary about the words.

two little penguins? Ü sounds like fun:
why not write about the two little penguins and how they go about wearing their little tuxedoes? (i always associated the two when i was a kid!) one pengiun could be stiff and always proper, but is unhappy and is never able to look and act "the way he would like" and the other pengiun could help him on his way to being more carefree and teach him how to "be himself" or something. Ü
it could be a nice children's story about self-esteem, and learning to develop your own character. Ü

Like any story, it has to have the basics. A begining, middle & end. Maybe a protagonist, antagonist & a conflict would be good, then a resolution. The end. Good luck!

try making it revolve around the varieties of youngsters that we see in this technology so as that the reader is able to make very own connections with the foremost character. you may constantly make effective that the tale plot is captivating and a few thing that youngsters for the duration of that age pass by way of. wish I helped (:
