My 00 jetta mk4 radiator fan is always on even in the winter. What can I do to fix it

The most likely cause if your electric fan relay is stuck in the closed position. (Better to be stuck closed and fans always on, then stuck open and the fans never turn on)
A bad temperature sensor can also cause this problem, but the stuck relay is much more likely.
Typically the thermostat has nothing to do with the fans being always on, unless it's overheating.
