Sorry, by punishing I meant incarceration rates. We have the highest worldwide incarceration rate per capita than any other nation. www.thesentencingproject.org

I'd like to see your source of information to support this claim. Assuming what you're saying is true (which I doubt), it could have something to do with:
1.) The number of laws on the books.
2.) The number of criminals breaking those laws.
3.) The effectiveness of the police in arresting law breakers.
4.) The effectiveness of the courts in prosecuting law breakers.
Or, it could just be that the US is a fascist country that imprisons its citizens at every opportunity. Yeah, that's it isn't it?

I don't know if that is true. but if it is it must be do to the great work of our police dept.
