The whole intelligence community was beaten down during the Clinton admin, more as a policy issue that changed from having agents on the ground to relying on electronic surveillance and analysis. We lost the ability to gather real time information during this time. It wasn't really the budgetary constraints (which were basically flat during this period), it was the redirection.

Other things like nuclear security and military support went through similar processes during the Clinton era. Staffing was cut in lieu of technology, meaning there were less bodies available to respond to events.

Actually Congress funds the CIA based largely on the Budget submitted by the President. The truth is that both Clinton and the congress agreed to cut funding slightly as the Cold War was over and there was no clear threat to US national security. Additionally, funding within the agnecy was shifted from human intel (humit) to electronic survelance, which was a reasonable action at the time.

Since then we have been rebuilding our humit abilities to address new and rising threats throughout the world. So, yes the funding was cut but with good cause and has been renewed as the need arose. That's how all agencies are funded.
