I think that any force applied to any object floating in space will move it at least a tiny,tiny bit.
BUT.
The prob with your situation is that it would violate conservation of momentum. Any force Chuck applies, say, to a tree (lever) rooted in the Earth, is countered by an equal and opposite reaction. All of his forward motion that he generates and applies to the tree to push the Earth forward is countered by his feet pushing backward on the Earth as he moves forward and as he stops moving again, which would move the Earth backward with equal force.
To change the momentum of the Earth itself, you need a force outside the enclosed system of the Earth, like from an asteroid or a giant Monty Python foot kicking it from deep space, or to impart momentum to particles leaving the Earth,like from the back of a giant upside down rocket booster pushing the Earth.

Ha ha. Another "Chuck Norris Fact". Actually Chuck Norris once kicked SO HARD that he accidentally bashed his own teeth out of his mouth.
It wasn't a problem though, because a NEW row of teeth immediately came forward to replace the ones he knocked out.
