I assume you mean “small and rural” in Montana terms. The small rural Montana town meeting all your requirements of “historic architecture”, “art scene”, “dining”, “small town feel”, “near resort”, “off the beaten path”, and “near a lake or river” would be Philipsburg.

I like the area down by West Yellowstone. It is very rural with the Madison river running through it. Not much of an art scene, for that you need to go to Helena, Bozeman, or maybe Big Sky.
