If your well dries up because you quit using a septic system, Then you didn't need to be drinking that water anyway. A new sewer line will run you approx,10-12$ per ft.

Cost would depend on how much pipe needs to be run to get to the city sewer. Plus the cost of excavating a trench for the pipe. The tie-in will probably be the biggest cost and normally has to be done by the water company. If the aquafer dries up, the wells that get their water from it will dry up. Sometimes a well has to be drilled deeper to hit another aquafer.

you will need to call the local sewage company to find out what the cost of tapping into the sewage is.. and also you will incur the expense of having the plumbing run to the street for them also..then however much water you use they will double your bill for sewage... as far as will your well dry up?.. your well has nothing to do with sewage so there would be no difference in the well.. but fyi... just because you dont use a well it will still hold water...
