Try Home Depot or Lowe's. I know one of them once sold something like that.
Personally, I use a hose extender meant for washing your car. It has adjustable settings and does an adequate job. The last rinse should be the mist setting. Not as good as a squeegee but not as dangerous as a ladder.

Yes there is but I would never recommend using a hose..

1) It is forced pressure that can get in your seams and cause mold in window cases and rot in wood windows.

2) If they are double pane they have a gas between two glasses that keeps the window clear...forced pressure from a hose can cause leaks leading to a milky color inside.

Try using this solution 5 gallon bucket filled with warm water half a cup of sudsing ammonia and a squirt of regular dawn (blue) dish washing liquid

that is what the proffesionals use, no streaks and clean...dont forget a window mop for cleaning the surface and a squeegee

Do you mean your windows upstairs ?
The best window cleaner to use for upstairs is 'RAIN'.
I very rarely clean my upstairs windows, what is the point when the rain cleans them. People pass by dont ever look up and say oh look they have dirty bedroom windows.
When I do clean them which is spring, I push the windows wide open so you have a gap. Use a soft brush and plenty of soapy water, clean water to rinse. When they are close to being dry use kitchen towel to buff them up and get rid of marks. Then just wash the outside of the windows with a soapy sponge. I do this once each year, I have never used a window cleaner, never bought any special cleaning stuff for windows.

Goo Gone makes a product.

It hooks on the hose, and sprays up to the second story.
