It looks moldy and if you poke it a black residue comes our or like smoke. Does anyone know what this is? It only comes in the spring and it is along my sidewalk in the landscape area.

Get some daconil from you local garden center. It's an anti-fungal agent. Spray the nuggets with it, per label instructions.

Warm, wet spring weather makes fungus bloom.. fungus is always there, but you're seeing the reproductive part now. It will go away when the weather dries out..

It is slime mold and you don't need to spray it with anything! It is not going to kill or injure anything. Just take the garden hose and blast it apart. It dries quickly and disappears. The spores are everywhere (that's the black residue) so while the environmental conditions favor it's development, you'll see it often. Since it causes no harm, perhaps you could imagine different scenarios........alien beings, neighbor's poodle puke (sorry), anything to put some humor into its removal.
