I am a grounds maintenance contractor for local schools, one of the schools I work for has a boundary hedge between the school field and houses. one of the residents has cut the hedge at their side and dumped the cuttings on the school field. Are they within their rights to do this

No, they cannot do that. Tell them to pick it up.

Do not put it back on there side call the police and make a report of illegal dumping it against the law, I have 5 acres and people think it a dump and when I catch them they find out different good luck protect the school and it property.

Dump them back and if anyone says anything, just say you were returning their lost property.

no they can not. report them for illegal dumping. take photo's of it, and do not clean it up before getting photo's and a report. here where i live our police department has a litter patrol, they will site the illegal dumpers, and they will pay a fine, and cost of clean up.

No they are not. You can report it and they can get into trouble and possibly pay a fine.
