Lamp has inverted shade (tulip shaped) with a 40w small bayonet candle bulb and 3amp fuse. It has a metal bulb holder with LNE (3 core) wiring. I have replaced switch and wiring and still she blows a fuse regularly.

Possibly, but I would expect a 40 watt lamp to be ok, are you using good quality lamps? Check all connections for loose strands, and make sure the exposed insulation in the lampholder has not fried, fit heat resistant sleeving if it has.
When it fuses has the lamp 'blown' at the same time ? If so it's a poor quality lamp, failing early due to excess heat.

Did you get the lamps from a cheap shop ? it sounds like the filament has blown & then has fallen to the base of the lamp & shorted it out. Answer buy better quality lamps,cheaper in the long run !

If the light blows when you switch on it is most likely , as others have suggested - cheap lamps

If the lamp blows "in service" then it is most likely the lamp is getting too hot

I had the smme sort of thing with the light in my hallway. Once I changed the type of shade it was fine.
