Yes you can. When I was in Peter Pan in high school, the guy who played Peter had to wear tights. He didn't shave and it worked out fine. If you do shave though, you need to do it right before you wear them so that stubble doesn't cause runs.

Sure there is no reason why a man could not wear pantyhose without shaving his legs. I believe that you think you would get off by going around with pantyhose on under your pants. And if that is what you want to do then more power to you. Men generally do not wear pantyhose but some guys think it is erotic to wear certain articles of "feminine" clothing. If you are gonna keep your pantyhose under your pants you don't need to shave the legs. If you want to wear pantyhose with shorts or a skirt then you should (don't have to) shave your legs.

Although he would be a disturbed man with sexual conflict or one that is just highly in touch with his feminine side. ;)

Men...Pantyhouse....Why do it? But if you are so inclined, shaving seems the right way to go. Otherwise, lots of hair hanging out everywhere.
