I am not sure about your nationality. This procedure has to be completed from your country of origin. Anyhow I can give you a rough idea. Complete the formalities of authentication from the Ministries of Education and Foreign Affairs in your country first, and then contact the UAE embassy for further attestations. If this certificate is originated from UAE itself then you have to contact the Ministry of Foreign Affairs in UAE for their attestation.

There are no UAE embassies in Dubai because the emirate itself is a part of that country.

You need to visit the UAE Ministry of Foreign Affairs offices in Dubai or Abu Dhabi who'll do the required attestation.

Irregardless of you nationality, you have to get your degree attested from the ministry of education of your home country. then it has to be attested in the UAE embassy or consulate IN YOUR HOME COUNTRY. Afterwhich, you can have it attested in the Ministry of Foriegn Affairs in Dubai.

Important: They will not attest your degree in Dubai unless it has been attested from the UAE Embassy/Consulate from your home country.
