Did you try in SAFE Mode? May be it's a good starting point. The problem is not so simple! Try to find the errors. And then well talk!

Your registry is most likely corrupted.
Your hard disk may be failing run scandisk
If you can get in in safe mode backup your data and reinstall windows.
Use a the tool from driverguide to back up all your drivers.
download and run advisor from belarc.com this will print out what your system thinks it has it will also tell you the code needed to reinstall windows

You may be able to repair/restore the registry, there are various tools for this but none are a guarantee that it will be fixed properly.

restart computer, press the F8 key until you see a menu, choose MS-DOS, it will drop you to DOS screen, type in
SCANREG /RESTORE <---watch the added space
it should give you a menu of dates, choose one few days ago and restore that, hopefully should get you working again

Boot from the CDROM and run the setup again and repair
