they do that occasionally.
could be many reasons.
1 they're trying to slow down the traffic.
2 they're keeping check on the content & are busy ironing-out flaws.
3 they're having a coffee break & no-one wants to do any of the above.

they're probably arguing over the last hobnob & looking at 1 another deciding who's going to sort out the latest over-load on the system.
