It's nasty stuff, JB Weld. I wouldn't think it would be safe, no.
Why don't you try to carve out a nice oak burl, or conversly, make a clay pipe? I have seen tobacco pipes of both clay and stone for sale at the 1840's Rendezvous. They could give you a baisc design. The stone pipes would be especially easy- two dif. drill bits.

well technichally tobacco is not safe, so I can't imagin JB Weld to be much more worse

I agree. It is probably safer to smoke the JBWeld without the tobacco.
