Would his (the Arsonist) family get to sue the owner of the property for his death?
Or the petrol company for selling such dangerous chemicals without a "Arsonists Beware Of Blow Backs" sticker on the pumps??

No, he's a victim of his own misdeeds. If no one else was killed in the fire, and it is proven that he was guilty of the arson, the case would be closed.
If someone else was killed in the fire, he would definitely be held accountable whether he lived or not.
Case in point: The Virginia Tech murders.

No. You can't convict someone for a crime after they are dead, and you can't convict someone for murder for killing themselves anyway, murder is causing the death of someone else, not yourself.
