i would like my boss to be my referee in my resume. problem is, i do not know how he would feel if he discovers that i am applying for job elsewhere.... what is the best (neutral) way of putting it to him?

There is always a professional relationship in a business.

A rational person always tries to find better options for his future. Even your boss might have left his job in order to get his present position. So its a cycle, if one goes other will take his place. This is what happens in a business.

If your boss is really a good gentlemen and is professional then he will not feel bad about it and will help you in this respect.

It also depends upon your work. if you r one of his best worker then he might ask you for a pay rise if he really needs you. I don't see any reason why he cant give his name as a referee.

Secondly, a manager have lot many things to do and perform than to think of an employee living a job. Because he also knows that if one goes there r many waiting to take his / her place.

Gita an Indian holy book says "Parivartan hi prakruti ka niyam hai"

it means that moving ahead and changes is part of nature.

So far as putting it to him is concerned, you just have to go to him and request him about the same. Only take care that he should be in a right mood(lol).

You do not tell your boss you are looking for another job. Ever.
Please clarify, what do you mean, how do you ask your boss to be your referee
