In the United States it trades on the "pink sheets" which essentially means that it dot qualify to be listed on any exchange.

It also trades on multiple German exchanges.

Typically, the market maker is the one who does this. If you ever see a video of say the NYSE trading floor with those guys in funny jackets -- each one of those guys is a market maker. They represent an individual company, say IBM. The market maker for IBM doesn't typically work for IBM, but for a broker-dealer firm like Goldman Sachs. The guy's job is to "make a market" for the stock. He accepts buy and sell orders, and assigns them either manually or, more typically, has a program that assigns it automatically for him i.e. a computer does the market making, under his watchful eye. The guy has a certain amount of stock that he can use to make the market, so if there isn't a buyer for the stock you are selling, he will buy the stock. Typically all this takes place in a fraction of a second. Sometimes there is more than one market maker for a particular stock.
