It means the painting belongs to an individual not a gallery or a museum and it is not necessarily for sale. Sometimes individuals will loan important pieces to museums or galleries for a show, but they may not want to sell them.
Like if the museum is doing a show on Rembrandt, it might own 2 of them and borrow the rest from others for a particular show. The person who owns this might do it because they want people to be able to see the painting but they still want to keep their investment in it.

It usually means it is owned by someone other than the gallery or museum, the reason people lend art is many fold, no security cost to the owner, the owner gets satisfaction from having it displayed, and sometimes galleries will "rent" the piece in question, in which case it gives the owner an income from their asset.
