You are not born a party member but the way it looks, it is much more possible for children of party members to become themselves party members. There is some upwards movement between proles-party members-inner party but is very limited. Deserting the party is obviously not possible. You may be thrown out like the chiefs of opposition and those who are considered traitors.

No, membership isn't a birthright. The Party chooses those who are members. BB reps round them up young and raises them in the system. If the parents are Party members, then the kids may remain with the parents, as little spies for BB.
