I think you must be referring to a municipality, such as a city, county or state government, who imposed a no smoking ban on places considered "public."

If memory serves, I think it might have been Cincinnati, Ohio, in the mid to late 1980's. Do not quote me without further researching that. I think they applied it to all restaurants.

The negative expectation, championed by the tobacco lobby, was that the restaurant industry would suffer horribly in the Cincinnati, Ohio region. Instead it blossomed. Seems that people, even smokers, liked tasting their food rather than simply tasting the smoke, their's or someone else's.

Equal treatment and respect is very important. That applies across the board for the various races which make up this great country of ours.
