This kid has really been being a jerk and been doing dumb stuff and im about to fight him. Im 16 and hes 19. If I start the fight with him can he still get into trouble for fighting a minor? Whats the laws on this in NYS?

I did a quick search though New York's Penal Code (very quick) and I was able to find no specific provision that would apply to him getting in more trouble for fighting a minor. The only issue would be when you both get arrested he'll be charged in the adult system and you'll be charged in the juvenile.
Don't think that if he throws the first punch it's self defense. If a person puts voluntarily puts them self in peril they can not normally claim self defense. If you hurt the other guy badly you could get into a lot of trouble. Him being older than you will not do anything to prevent you from getting in trouble. Just be smarter about it. If he's harassing you then you go to someone. If he's just doing "dumb stuff" then don't let it bother you.

If you start the fight? I don't know. Maybe. You can, and will, get in trouble though.

Better idea: don't fight him. What sort of coward has to lash out physically in order to deal with someone else being a jerk?

better let him throw the first punch like the guy above me says. You will simply be acting in self defense and will get in very little trouble.
