There are lots of non college teams. They go from very young youth teams through open members, up to masters athletes. If you are looking for a team in your area go to www.usatf.org then navigate to your association, which represents your area of the country. They will have listing of clubs, and also the officers in the assoc. willl help you find a team.

Quite a few. Many high schools field track & field teams, for example. There are also numerous amateur organizations, notably the Amateur Athletic Association (AAU).
