Bush is thinks that the Congress just like the Constitution is irrelevant and he is king thus is behaving like a little child that he is. I will veto all bills that have anything to do with holding me accountable and presenting results, what does the Congress think of themselves, has he ever presented any results for anyone before.
The occupation will end when there is no more money for Halliburton, Black Water, Maliki, Dick and Bush. Once there is no more money to be made everyone will be back home.
If Bush vetos this bill the next bill will have even lesser money and even stricter benchmarks and most possibly another timeline.

An interesting question. Other than a rare case where budget disputes have delayed funding long enough to require nonessential gvt. functions to shut down for a short time, the situation's never really arissen. There's no specific "deadline" as such. And Bush does have some limited discretaionary authority to draw on some monies.
But --though this is almost certainly hypothetical--if the deadlock continued, yes. The Pentagon would have to pull back and wait for the money to show up.
The reason that's so unlikely is that such a situation would create hardship for the troops--and possibly increase the danger to them. And nobody on Capitol Hill is going to commmitt political suicide by pushing the issue that far.

Since Bush's popularity had dwindled to an all time low, he is using this as his exit strategy. Veto until the war ends.

If we really hold back the money sent to Iraq, it will bring out the true colors of the Iraqi Government. If they can't pitch in the $$$ to enrich themselves, think they'd keep on pretending that they really need us? It's our dollars and weapons they want! And sadly, we have a White House and a Government that think money buys everything without realizing that creeps see us as rich and foolish nincompoops, dying to be loved and so ready to throw away huge sums of money just to gain popularity and compliments.
We have a President, known to be the black sheep of the family, and probably dying to be loved since his youth! Probably that's why crooks and manipulative scoundrals just know how to butter up to him to get his loyalty.

The funding will run out at the end of May, but the democrats won't let that happen because that would ruin their chances of getting back the presidency in 2008. They don't want the blood of our troops on their hands. They need something to blame on Bush.

possibly...he is just biding his time...playing the media and the people...it's a power struggle and a healthy one at that to determine the power of the 2 branches...I think the Democrats will blink though (though i am one) but they will only fund the war 6 months at a time for the next 2 years...meanwhile the surges will continue...The Democrats will not simply de-fund the war.
