No. Size doesn't matter, it's the complexity and number of neuronal connections that matter. Granted, the potential for greater numbers of neurons is higher in larger brains but still, size does not dictate intelligence. Elephants, for example, have HUGE brains and they are very intelligent but I wouldn't pit their mental skills over a human being's.

Carl Sagan mentions in his book, Dragon's of Eden that it is not brain size that maters, but the ratio of the brain mass to body mass.
Primates and whales have the largest ratio of the mammals while an octopus has the biggest ratio of cephelopods, and these are considered the most intelligent vertebrates and invertebrates respectively.

The size of the brain has nothing to do with intelligence ,but the more it is used the more it gets sharper.
But I learnt some days ago that big heads indicate intelligence. It was found that we had larger heads than our ancestors and the trend will be continued.
