yes I have the encryption key. And also the IP address they provided.

If you are connected but are not receiving an IP address, it most likely means they are not serving out DHCP. Use a scanner like netstumbler to find out what IP range they are using and manually assign yourself an address in that range.

Or just ask them about it and get the information from them.

check your ip settings first in the computer second hit f8 and go into safemode with networking and see if it connects if it connects in safemode then disable all your ie add-ons if it still don't work in standard mode you might have a virus

If they gave you an ip address it means they are not allocating it automatically, really strange. Have a word with them, they don't seem to know what they are doing.

your connected to the signal, not their network.

layer 2, not layer 3

this is going to be a security feature... find out what you need from the librarian.. they should have at least a paper with the wi fi connection info.
