You are correct in assuming your betta needs a filter. Why people think a fish can sit in its own ammonia and live comfortably is beyond me. As an FYI, they don't like a lot of agitation, so a small sponge-type filter is a good bet. They will also appreciate a tropical heated tank. Their water temperature should be in the high 70's - 82 degrees or so.
The idea that because they are from shallow pools means they don't need filters is wrong. They get lots of oxygenation, rain fall, etc in the wild...not in a bowl :(

A filter is not needed for a single betta. There are very nice betta tanks available that are plenty big enough. Just make sure to clean out the water every so often.

I have a Betta named Moby! he lives without a filter and hes been around about 5 years now. My advice is as long as you regularly clean his tank I wouldn't bother with filters.
I will have to tell my Betta that he is supposed to be depressed or dead then. Being as hes a healthy 5 year old Betta without a filter and heaven knows those top contributors are always right!

The smallest filter possible. Betas can live their whole long life inside of a 500mL cup, so a 2.5 gallon tank will feel like a fish mansion. They're relatively clean fish so you could even just change the water every once in a while and not have to worry about a filter.
Just make sure you keep that beta away from other fish. They don't call them japanese fighting fish for no reason.
