This one has me stumped. I am a grad student, at NCSU and have to pay my tuition online. I went to the website from my home computer, to pay my tuition for the summer and the darn website never came up, however, when I went to another computer on campus and at the public library, I didnt have any problem, it just worked like normal.
I thought that it was either my firewall, or my parental control, so when I got home , I disabled both of them and tried again, still nothing. I'm sure that a virus did not cause this, because the NCSU website is the only one that I have a problem with.
Any suggestions?

Change your cookie settings, they are probably set too high.
For IE (I'm just assuming here... but you're using IE aren't you?):
Open Internet Explorer, click the Tools menu option and click Internet Options from the drop down menu to open the Internet Options dialog.
Click the Privacy tab. The Medium setting is generally a good option as it will allow the type of cookies set by the website and block those that may do harm to your computer.

It seems to be working from, here anyway, have you tried a different browser?
Download firefox and try that, it may be a hiccup in the internet explorer itself!
If that does not work, it is a connection problem at your end.

I'm not an expert with computers, but if it happened to me, I would delete all my cookies and temporary internet files and then see if I had a problem. Just an idea

maybe NCSU has restrictions only allowing people to access from certain computers on campus.

Some sites require you to have the lastest browser updates before it can authenticate, try doing an online update on your computer and then try again.

I have seen similar problems before with college websites

for some reason unknown to me Internet service providers like to lock them and block them

Call your ISP and c what they say

I seen it a lot actually but idk why

after you call the ISP and threaten to cancel the service they will usually open it up in a week or so

This often happens if you do not have "cookies" enabled..
