Assuming it's a freshwater fish it could be one of two things actually. One is a bacterial infection as mentioned above, though I would recommend Maracyn TC for treatment of that.

The other would be a protozoan infestation. You need to look very closely and see if the white blurry spot is ONLY on the eye, or if it is also on the surrounding area of the fish's skin. If one on the eye, it would most likely be the bacterial eye infection. If it's also on the surrounding area it would not be bacterial but instead protozoan. Flagyl or Clout would be the preferred treatment in that case.

If it's a whitish film-like covering, it's a gram-negative bacterial infection and can be treated with antibiotics. You don't mention if it's fresh or salt water fish though.
Freshwater fish - TMP Sulfa Powder -or- Gentamycin Sulfate Powder.
Saltwater fish - Kanamycin Sulfate Powder -or- Gentamycin Sulfate Powder.
If it looks like something small and white that's IN it's eye, it's an eye fluke.
Treat the fish with Praziquantel -or- De-Los.

It is probablly ICK. They have drops at your local pet store that you can put in the water, that should help clear it up.
