Because God has called us to help each other.
He wants us to help, He doesn't need the help but He would like to see it. People have billions of dollars and let it go to waste. Not all people some try to help the best they can. But don't blame God when we have the power to stop it.

This is a common argument against the existence of God, known as the Problem of Evil, introduced by Epicurus and refined by Hume and others.
The logical problem of evil looks like this: If God is all-knowing, all-powerful, and all-good, then he would (a) know how to eliminate evil, (b) be able to eliminate evil, and (c) want to eliminate evil. Therefore, if evil exists, God does not exist. And clearly, evil exists.

This defense of God dates to the earliest Christian philosophers, but the point that even an omnipotent God could not create free beings who would never do evil was not demonstrated with modern logic until Alvin Plantinga's 1974 work, "God, Freedom, and Evil." The theist response to your specific question might be that, "God allows humans free will, and therefore allows them to choose evil in order that he may allow them to choose good. Africans stave because the rest of the world chooses to do evil by not giving them the abundant food and water resources of earth."

In a way, it is not His fault that they are dying, think of the millions, no, Trillions of dollars we have that could help save them. God will not act to help every one of our mistakes. If we decide not to study, even if we pray and do whatever, we aren't going to get an A on the test. If we decide to leave them poor, then that is our fault. I am certain that God had a specific reason to send them to a place where they would need to struggle to live every day, and I am sure that they will be rewarded for their faithfulness. God does have mercy on them. John 3:16. But he will not fix all of our mistakes.

God doesn't intervene in this world. He gives us freewill to live out our lives. He hopes that we do the best we can. It is up to us in this world to do what we can to help each other. Those who suffer & die in this life, though it is tragic & unfair, will be more than rewarded in Heaven. Why doesn't God intervene during natural disasters? Why doesn't he stop murderers? If he stepped in everytime something happened, we would be pawns, not people. The whole point of freewill is to leave us alone. It doesn't mean God is not merciful. He loves us, however he expects us to act for ourselves. The old cliche is true though, God helps those who help themselves. When you take steps to improve your life for the better & do good things, sometimes the universe (God) seems to help you along.
It is terrible that some people are born into so much hardship, but they will be rewarded in Heaven.

Man ties the hand of God because he wants someone he can see to rule over him......
God watches from the distance because man has so chosen it and, though his children pray for God to become involved, it is his father's fathers which asked that it be like unto this.
Does God not care? It certainly is not that! But, it is the men who have asked to change the laws that have put into place the way God will deal with men.
And it is man who is killing men..... it is a man's way..... it is not what God wanted..... God wanted to king the land...... but men wanted men to king the land...... and so, we have failed..... God can only watch!

At one time Egypt was a world power. I assume Africa as a whole benefited from this. But, the people chose to worship Pharaohs as gods and God gave them what they wanted.

God must have mighty afterlife job positions in store for all the victims of atrocities like that.....they understand in no uncertain terms what life is....that carries the highest of rewards......still I am sickened by it too. I am crying now.
