He placed his supporters in high-ranking government positions. He also arrested anyone who went against him as an enemy of the state.

Oh, by oppression. Note all his heavy-handed treatment of everybody - even those from his homecountry of Georgia. He in effect murdered by starving millions of Russians in the Great Purge.
