Degrees are just degrees as used in any measurement of angles. e.g. 90 degrees east = 90 degrees around the world going east from London (London is the 0 point for historic reasons) Since things can be measured in either direction the distance east/west can be from 0 to 180. 180 East is the same as 180 West. 181 East is the same as 179 West. North/South is measured from the equator. 0 north and 0 south are both the equator. 90 North is the north pole, 90 south is the south pole. If you look on a globe this is all very logical and makes sense. The only bit that is a little random is the location of 0 Longitude, which has to be picked somehow and as mentioned is where it is for historic reasons. Do you understand fractions? Minutes and Seconds are exactly the same thing as fractions. Minutes are just 60ths of a degree. Seconds are 60ths of a minute. Beyond that they don't mean anything. Why use 60th's rather than just using a decimal point? Again, it's historic. Location measurements used to be made by measuring the location of the stars and sun and when they were at certain locations in the sky. Since the whole thing was tied to the time and everything used to be done with random fractions rather than decimal places it was logical at the time to use minutes and seconds. The reason for using them is long gone but the convention has stuck.
