The main reason for the Hoover Dam construction was to control the Colorado River. It was a wild river. After the winter the snow and ice in the mountains would melt causing devastating floods, at other times the river would be a little more than a stream with very little water. The dam would allow the regulation of the rivers waters to provide a more stable and constant flow of water for the region.
The generation of electricity was a secondary priority, which was used as way to pay off the cost of the dam construction by selling electricity.

Did you mean, "what happened that led to the building of the Hoover Dam?" Lack of water to the western states, Colorado, Nevada, etc.

Uh, the need for water and electricty in mostly Southern California. And it controlled the Colorado.
