Can't be done. 180 degrees only runs from the North Pole to the South Pole. The other half of the circle would be at 0 degrees.

Now a circle can be drawn anywhere along the 180 degrees mark, but it will be a dot or a small circle and not encompass the earth.


The International Dateline is also wrong because that zig-zags a bit.
