Moisture on land is evaporated into the air (humidity) by the Sun. When the humidity rises to a point of saturation then it rains. The clouds are made from the water vapor that has risen into the atmosphere.
When the humidity is low there are few if any clouds in the sky. When it is high there is cloud cover.
So that is what rain is -- water that has already been on the earth.

"it" are clouds and when the ....in simple terms...get full of water they release it causing it to rain.
