Does anyone know when that closing time is for Italy and for Portugal?

People go on holidays...
A city like Milan can be "closed", meaning you find lot of stores closed for holidays, anyway not the bigger one (superstores, mall).

Usually they re-open after two or three weeks, an if all been done proper way (don't happen...) you should find some store closed, say, during the second half of July, others during first half of August...

Still, we're talking about shops, while place where you eat are easy to find open.

All this do not apply to holiday resorts, they're "open" for obvious reason.

My sister in law lived in Sicily for a period of time when her husband was stationed there in the Navy. She said when the weather got really hot, the towns would close for several hours during the hot afternoon and then reopen close to sundown. Being American, she would want to go shopping or whatever and could find nothing open. After awhile, she got used to it and just knew not to go anywhere in the hot afternoons. As far as the countries actually closing, I don't think they do that, but probably just cut back during the hot summer months.

The last week of August is normal (samething happens in NYC).

However they really don't close, just many locals go on vacation. Therefore many of the services and restaurants cut back of staff. The reason they pick this time is it's the worse part of the summer weather wise. You can often get a good deal at that time of year.

when I was in Spain it was more apparent than in Italy..I'm assuming its the Siesta..which is about 2 hours, anywhere from 1-4pm.
I had the misforune of spraining my ankel at about 1.45pm and had to wait until 4 when the pharmacies opened up for a bandage!! We went to McDonalds which seemed to be one of the few places that stayed open for the siesta....I think a few food places stay open during siesta so thats not too bad, but in many tourist towns they seem to stay open more and not really have siesta times.

Italy & Portugal both close at midnight on July 1st and reopen at 6am September 1st. So don't try to get in!

I'm sure she is talking about the stores in the countries not the country itself. It is called siesta and is around noon time. Not all stores do it but many do.
