You will save money in the long run if you just buy a brush set. Cotton can get messy, q-tips can be nice for a quick clean up but I use my brush set routinely.

Q-tips work great for putting on eye shadow and smudging eyeliner. I have never used cotton pads or cotton balls for make up application. I guess try it and see if it works.

I have found that the really really cheap hard cotton swabs are just about as good as disposable makeup applicators. Other soft stuff is just too soft to apply makeup.

no, the cotton can get stuck on your eye lashes, and most of the make-up sticks to the cotton
cotton is cling which isn't great when the make-ups supposed to be on your face
they are good for blending though
if you are short on money you can just apply eyeshadow using your finger
wash your hands beforehand though

You used the key word - subtitutes.
I have used Qtips for shadow, liner, and smudging, as well as lip color.
Cotton balls/pads can work for cream or gel blush, and powder. I have also used my [ clean ] fingers.
But, they are not as versatile as brushes, take more practice, and don't spread as evenly.
[ I only use an eyebrow brush and a mascara brush! ]

you can use a wet q-tip to apply eyeshadow to your waterline. i like to do a neautral eye and then use a turquoise color eyeshadow on my waterline. you could possibly use a cotton ball to blend. i've never tried it though :) both are great for makeup removal also!
