I will have him try take a look at the voltage as you have said.

The strangest thing is when going into a counter strike source server, he can spectate! but when he clicks to join a team and actually play himself it freezes the whole pc. I will report back soon thanks for your help man.

Voltage info from Bios PC Health

vcore +12v = 12.30v
vcc 5v = 5.00v
vcc 3.3v = 3.24v
vbattery=3.04v
5vsbv = 4.87v

Have you tried loading fail-safe defaults in BIOS. There seems to be instability in the setup. It may be memory related or power supply related. What is the +12V rail rating in amperes? Does it have dual +12V rail. Try observing the voltages in "PC Health Status" in BIOS.
I currently have 2 Foxconn boards that easily run Superstep. One has a 380W PSU w/ 9600 Pro card, the other one has a 480W dual rail PSU w/ a 7300GT card. Both are rock stable.

answer is simple.....buy a new 512mb card!80$ nvidia 6200 GeForce card is perfect
