What's worked best for me, keep pulling them out at root (make sure you get it all out), keep my lawn well groomed and seeded, and stop the seeds from spreading whenever possible.

I have a long tool - kind of like a screw driver but with fork on end. You push it as deep as possible underneath and you will hear a little crack noise when the root breaks. I also keep a bag of grass seed on hand to re-seed the spot.
Long term over seed spring and fall. The tighter the grass grows it chokes out the weeds.

GET a DANDY LION DIGGER!!!!!!!!! It looks sort of like a two pronged fork! Start stabbing the digger into the ground very close along side the Dandy lion and then pop the plant...root and all from the ground!
Make some dandy lion wine from the flowers and then you won't care about the re occurring problem!

Dandilions actually do a lot of good for the soil - bringing up minerals through thier long roots, and making way for earth worms. I would mow them this year, to reduce the appearance of them, and also make sure that none of them go to seed for next year.
