what other industry is allowed to continue doing business while ignoring fines?

What fine are they ignoring ?

Exxon has already paid 3 billion in clean up cost.

The damages award is still being appealed in the US District Courts.

Shouldn't the courts finish before you start saying anyone refused to pay ?

Exxon has paid individual Alaskans $300 million.

Exxon has paid over $2 Billion in cleanup costs.

The only thing I know of that is not paid is the punitive damages, because the court case is still pending on appeal.

As I understand it - and, perhaps I heard wrong - the oil companies use smaller companies that actually own, operate, and bear the risks of operating, oil tankers. Thus, when a tanker goes down, that small company, often with no assetts beyond the tanker, is the one that bears the legal liability for the spill.

Yeah, it's a transparent ploy.
