This is a phenomenon I've experienced in three different flats, so it's not a one off...
There is a 10cm high wooden skirting board, rather like a plank, which sits below the sink unit, cupboards etc, and rests on the floor. However in every flat I've lived in this plank isn't fixed, rather it wobbles if you brush a broom or vacuum against it, so that one end pops out and the other end goes inward. Very annoying to line it up straight again, plus it reveals all the 'crumbies' you missed last time...
My latest flat's a new build and has 'wobbly plank syndrome'! Why???

It's called a plinth and is the last bit you fit to a kitchen. Presumably most people have run out of energy/enthusiasm by then, particularly in a buy-to-let. Also, it's quite difficult to fit, lining up the fixings on the reverse. Nothing to stop you fixing it yourself if it's such a problem.....

I know the perfect solution if you are just starting with woodworking and also if you have already experience with it. I reccomend to give a look to this website ( woodworkingplans.kyma.info ) You can find a lot of woodworking plans and you will be able to manage the projects with a CAD/DWG software. It allows you to modify the projects and to alter the arragements. If you are a beginner this is the easiest way to start, it's the best approach to woodworking; and if you already have experience you will find a lot of ideas and inspirations to improve your abilities with woodwork. I'm sure that you will love it!

It's called a plinth or kicker, and the only reason it wobbles is because the fitters have been too lazy to fit it properly, it's a simple job to fix, usually clips fit onto the cabinet legs.

This is really something to find that many all together. For someone like me who is just really starting to get involved with woodworking this was like letting me loose in a candy store and telling me I could have anything I wanted. That was my dream when I was a kid.
