No, you cannot drive alone; you must have a supervising driver at least age 21 who has a license valid for operating the vehicle you are driving and New York has additional restrictions. No you can not drive in New York city alone without a license.You cant drive anywhere in the US legally without a license.

You can't drive anywhere by yourself with just a permit.
