No, you cannot drive alone; you must have a supervising driver at least age 21 who has a license valid for operating the vehicle you are driving and New York has additional restrictions. Please see the brochure below by the New York State Department of Motor vehicles for additional information on driving on a learners permit.

No you can not drive in New York city alone without a license.You cant drive anywhere in the US legally without a license.

You can't drive anywhere by yourself with just a permit.
